Zelle P2P Transfers — impact tolerance ≤ 4 hours — ITOL

Impact tolerance: ≤ 4 hours — during retail active hours (7am–11pm local), > 15% of transaction volume (illustrative default — trace the derivation, then replace with your own harm analysis)

Definition: Person-to-person and small-business real-time transfers via the Zelle network (Early Warning Services).

Why it is designated: Zelle is a customer-facing real-time channel with high visibility on social media. Extended outages generate complaints to the CFPB (Consumer Financial Protection Bureau) and reputation damage. They also create potential liability exposure for delayed or erroneous transfers under Reg E, the consumer electronic-fund-transfer regulation.
