Definition: Real-time fraud-screening and sanctions/AML (anti-money-laundering) compliance scoring applied to instant-payment transactions on The Clearing House's RTP (Real-Time Payments) network and the Federal Reserve's FedNow Service before funds are irrevocably settled.

Why it is designated: The FedNow Service Operating Procedures require participants to maintain compliance programs consistent with AML/sanctions law, along with reasonable transaction-screening procedures. The RTP Rules impose equivalent screening obligations. Instant-payment settlement is real-time and irrevocable. Together these bind fraud-scoring latency directly to the payment's own sub-minute processing window.
